01 · The problem

The decision gets written down. The conditions do not.

A significant investment is settled by several hands: the requesting area, finance, procurement, technology, operations and, depending on the amount, a collegiate body.

The friction arrives after approval. Many decisions are approved with conditions: a comparable quote, a technical report or an adjustment to the amount is still missing. Those conditions are noted in the minutes and lose any follow-through of their own.

On top of that sits the confusion about authority: amount, policy and type of decision determine who authorizes.

An approved decision and a fulfilled decision are two different milestones.

Every step stays a governed case, with an owner, a status and evidence.

A requested action is not an executed one, and neither equals an action confirmed by the responsible source. A return to the requester or an escalation changes the owner; it does not close the case. If the condition is a disbursement, the confirmation returned by the responsible financial system is recorded; the treasury call stays with its own function.

3 · Connect the sources and hand over the operation

The already authoritative sources are connected and the operation passes to the responsible team, with queue, statuses and reporting.
